I don't believe that necessarily true.
This place is so prone to this type of event they had been trying to figure out a siren system that people would be able to tell the difference from tornado's.
Its the perfect storm for dangerous floods, near gulf moisture, hilly and rocky that concentrates water flow. Add in human development of concrete and roofs and water gets to flood zones so much faster.
