I don't think it should be underestimated a major part of this is Trump's desire to knock China down a few notches. No not everything will be coming home but those that do play ball will reap the reward of new or expanded production from China all while damaging China. Reports are they have massive backlogs at ports. And knocking China down a bit is only partly about trade deficits but playing fair on a variety of issues on the world stage. Cold wars aren't just fought with defense spending today gentlemen.
