I think the money ponied up actually makes things worse.
It had taken many months to get districts to rationalize trails, come up with 100km plus per groomer plans, and generally streamline things.
The future is less, not more.
Think of it as many were forced into rehab, only to have Doug toss them a one time bag of crack.
I've heard many are demanding the groomers that were surplused out with the changes, back so they can return to short runs and the fiscal cliff we are still on.
There would have been much smaller cuts in the trail network necessary, if MOTS had been implemented by all.
The groomer rationalization began 10 years ago. Only a couple districts took it on.
