It runs deeper than that. The governments of Europe, Asia, and China are investing heavily into the sciences while the US government is undergoing a major de-investment into the sciences. Foreign scientists are dwindling fast in America due to budget and funding cuts on top of the unfriendly environment to immigrants. Even American scientists are moving abroad because of better opportunities. Canada, the UK, China, and Europe as a whole are heavily recruiting American researchers. This is America in decline.
