Rate is just the aggregate divided by population size useful for statistical comparisons between different regions of or across different time periods for the same region. For some reason you want to discuss statistics but reject any contextualization that may yield meaningful discussion. Iโd like to unpack this a bit further. If not for safety then to what ends is un-normalized raw aggregate your preferred metric? I feel like there is something else propelling your thoughts here and Iโm curious what that could be. Iโm wondering if this could also be a step towards understanding why Chicago is the first and only city that so many mention when any discussion of gun violence comes up despite only ranking 23rd.
