the doj when looking at the facts of the case realized it was untenable to proceed and as a result acknowledged that a 10b settlement and the cost of litigation was inevitable, made a plea deal to satisfy the claimant and save the taxpayer Billions of $$$$.
if the irs hasn't found any irregularities previously, why would they need to keep going back and comb through the records to seemingly "find" something. This is a statement that recognizes those records have been fully vetted and any "lawfare" going forward will not be accepted.
remember these are fully vetted records that have been on the official books for years/decades and have been gone through with a microscope already.
unlike biden who preemptively pardoned his entire family for financial crimes that were being investigated/uncovered.
