I would say require the colleges to pay off the debt or absorb it if a previous student/graduate files for bankruptcy. It would give the colleges incentives to turn people out to the job market that can get gainful employment. You pay your student loan payment to the college... if people can’t pay colleges absorb it or negotiate the the debt down like medical facilities do if patients can’t pay
