The first car with an electric starter motor was the 1912 Cadillac Model Thirty.

Stuff like this doesn't need legislation.   Can be done by EPA rules and regs or more so the lack there of. 

Reality is we need to take some power away from the executive branch with the way their departments can wield power without congressional approval.  Also really bogs down the legal system.
