The counted everything to up the numbers to create a false pandemic. The changed the definition of a vaccine twice, once in 2019 and again after. They then rewrote the pandemic paybook to include things there previously said were useless, like masking, distancing and lockdowns. Hey they even had a coronavirus symposium pandemic in Oct of 2019, literally one month covid and Gates was warning of he next 1 in a 100 year pandemic. The Great Barrington Declaration called for focused rollout.
