Our 1950's block wall has never had a leak. but lets face the fact that 50's was about the time that block walls were the current technology in most places. Maybe in MI it's still market accepted but around here and in most places i have been it's standard to have poured concrete and now mixing in precast concrete panels. Block can work just fine and in the proper soil not leak but if i was building today it would be insulated poured concrete with in slab heat and really good drainage if i was planning on finishing the basement for anything besides storage not concrete block. I would never build a house without a basement in an area where you can have one just to have a better place for storage and mechanical but there are many parts of the country where slabs are normal.
