For existing workers offering up more money takes them from another employer still leaving a hole to fill. it's not like they are doing this to drive down wages it's working with a comparable country and should be a no brainer. Overtime is an option and puts more money in the US workers pocket .... no need to bring foreign workers in to fill a hole to save money.
