No arguing the government entities do not have the capability to do this, I dont have a good solution to offer. However this is nothing short of a redistribution of wealth.

The issue isn't if the money should be returned but rather to whom it should be returned. Passing those tariffs on to the consumer, which a majority of business did, and then refunding the cost of those tariffs to the same businesses means many/most businesses are getting a refund on the consumer's backs.
