Not the end of the world. Definitely not as bad as what I discussed in the first paragraph. 

But expensive and avoidable if this administration had at least informed the proper departments. 

But an inconvenience is only a small part. 

How many lives would this legislation have saved if it had been enacted 8 years ago?

If it is so important that it is worth an EO instead of going through congress, you should at least be able to point out where it was needed.
