He can fire anyone he wants with just cause in any department that works under the executive branch. Sounds like in this case there was just cause. III. But this led to the “spoils system”, where a new President would fire the entire government and hire his political supporters. However, most leadership positions are exempt from civil service protections; the President appoints people to those positions and he can fire them whenever he wants.
