The legal weed market was opened up, and many of the businesses were started by government insiders. Anyone who opened a government run weed store or production facility was a fool. I always thought it a fools gambit. They believed that it was a product that could be regulated. It can be grown in a back yard. Much like cigarettes, natives grow, market and distribute it exceptionally well.
