Yep and the SC ruled in 1952 that it was legal to do so. If enough vote for a candidate not on the ticket whereas nobody gets 270 then it goes to congress for a contingent election. There are a number of laws governing how Georgia proceeds with its contribution to the Electoral College we'll run through, but the short answer is basically: No, there's nothing in law that requires them to vote any which way. If all the Biden electors in a state that Biden won wanted to change their vote to Trump, they could. That same state that Biden won couldn't though send the Trump electors votes in.
