The guy gets lost in thoughts, turns to talk and shake hands with people that don't exist.... Would you want this guy driving down your street? I have parents his age that are driving but they still have it all there, my father plays tennis, mother teaches yoga... they can get in a car and safely get down the road in the right lane. They are aware if their turn signal is on. They can hold a normal conversation, are aware of what the date is, pay the bills on time, hang up when the guy calls to sell them an auto warranty... Is Joe still able to do all this? At what point do you take the keys away? I know Joe's not driving himself around that often but if it was determined that he shouldn't be what does that say of his ability to "govern"? Just say'n... If that's the case I am sure that they have already taken away his driving privileges.
