But, the narrative... There’s no exception for rape/incest but maybe he was speculating it could fit under one of the two exceptions that do exist. One – if a physician determines there is no fetal heartbeat, even after that 6-week mark. Two – if a physician determines the pregnant woman faces "serious risk of the substantial and irreversible impairment of a major bodily function."
