He tells the provinces they have to implement a carbon tax or he will do it for them, taking his own ministers by surprise. When the Premier of Sask. asks if he did an economic impact study his response was NO. Would he? Again NO. Great planning. Just do it and hope for the best. That's the tip of the iceberg.
