Non issue.   She absolutely should be allowed to wear it. 

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof

How did this turn into a discussion about religion. The rule was probably made back in the day when hats were fashionable for men to wear anytime they went out in public. It was also respectful to take your hat off when indoors, hence the rule. That is a guess on my part, but it makes sense. If this woman wants to wear a head scarf as a sign of her beliefs, who cares. Its not like she can hide a bomb under it. Change the rule and be done with it.
