Could not do that until it became available to them. They really wanted something developed and manufactured in Japan, all of this caused delays in getting started with distribution. So their vax numbers are low, more people are susceptible. In Japan, they really like to see that things are tested and made in Japan, and are willing to put up with delays to have it. In the US, we say we want that, but will usually fold to get something quicker or cheaper. There has been much less international travel to Japan, so not many people bringing the virus there. The Olympics could change that, resulting in a big spike in sickness.
