Not sure. That's why there needs to be an investigation of which there never was one. When asked how exactly the Biden's were cleared of any wrong doing in the Senate trial they couldn't answer.....did you not catch that? Fact is Biden did what the dems were blaming Trump for. Withheld aid until they did what he wanted. Difference was Trump never held up aid until he got what he wanted. US and Ukraine have a treaty that says the other side must comply with investigations of its citizens when requested. Trump was using his own professionals.....Rudy.
