Where do Carbon credits come from? Are there countries that far below their limit? or is their limit inflated so they can sell? Can Wynne sell JT carbon credits? The Trade Minister was caught by surprise and had agreed to the deal.... something like when Trudope out of the blue announced that the provinces had until 2018 to implement carbon credits or he would do it for them catching his own Minister of Environment and the rest of his cabinet totally by surprise.
