To get that kind of RPM in that application you need to shorten the stroke and get as long a connecting rod in there to slow piston speed down as much as possible. So it’s de-stroked. I’m guessing the bore is as big as possible too to get as large a valve in it.

No... you can get them to peak at 11,000 if you want to

You can do it with 440”, you just need larger volume heads and really pay attention to valvetrain harmonics

Looks like Hemi heads on that with the plugs on top?

Lol Yea, but when you get higher than about 7K you better have a good build (even lower on older engines and big blocks)  The higher up you go in the RPMs , you need to know what you're doing building an engine. Or it's gonna.cost you a lot of money in repairs and replacement parts.
