Absolutely aim high, but the OP's narrative is that "cities" should charge more for there infrastructure use...........the truth is blue states are givers to the federal gubment who den gives da blue money to da red states. So the real fix is that blue states should say fuck you to the red states so they can keep there money at home to fix infrastructure. And yes shit like bolts, rivets, construction debris can and does come down from elevated rail, but when you look at the overall system of elevated rail the events where "shit does happen" is minimal as compared to all the stuff that just works day in and day out.
