I do think he was in a very difficult spot. I do think there were others involved that did including AG Lynch, Peter Stozak and others. In the end it was his job to ensure that the investigation was done properly and whatever part he had in writing that exhortation letter well before the investigation was complete at a minimum has terrible optics. Because of what we have learned about some on the team investigating Clinton including Stozak and McCabe its well worth a more neutral look and that goes without saying anything about the Lynch/BC tarmac meetng.
