I don't understand why you think it's okay for people to not contribute, but recieve the benefit....the clearest example is unemployment insurance. If you don't pay in you can't collect. Every level of our assistance programs should be participation based. We won't fix the problem by having a "more progressive tax system" right now the top 10% pay 75% of the tax burden.
