The ultimate law of the land is basically it's illegal to kill somebody and in some places its a capital offense yet people still risk it all to kill someone. All other laws aside, if they have no problem breaking this 1 then what will more laws accomplish? Even outright confiscation wouldn't do anything if the criminals still have theirs. Look at prohibition, outlaw alcohol and it turned into a money maker for some.
