Or how about like vehicles every gun has to be registered to the owner in a method that it can be traced to the current owner. Every gun has to be insured in the event a third party is injured. Every owner has to have a license and complete a test. If you fail your medical, they can be taken away. If you have care or control of them when drinking, you will be fined and your guns taken away temporarily or permanently on multiple offences.
