Even for 17 that's still rather small. I guess you do not know what race riders do. They pretty much starve themselves and sit in the sweat box for hours on end to make weight. Tough life for a guy that is not naturally tiny. Most struggle with weight. Right now within the industry there is talk to write heavier weights for all races, and you will be seeing this change in the next year or two.
