For 60 years pensions were able to stay solvent with low risk portfolios of corp , municipal and govt bonds that carried a yeild which was able to sustain them.

Now they have no alternative but to assume risk and many are failing.

It's a real shame

They’ve also shifted away from a defined benefit model to defined contribution, because the former were unsustainable.  Also why so many states are broke, making those promises they are not going to be able to keep.

They stayed solvent for the 60 years because they had more paying in than taking out.  Now they are paying out for far more workers then they have working   They are failing because they were underfunded more than anything.  RE investment was and still is one of the biggest investments for pension plans which are overall not that risky.  Sure they also invest in the flavor of the week at times like mbs and took it on the chin. Had they invested enough in the stock market they would be fine but too few did that.

Pensions were not well thought out. Many people are living longer on a pension then they actually worked. Pensions are unsustainable and you need a Ponzi Scheme to keep them propped up
