Now they are paying out for far more workers then they have working They are failing because they were underfunded more than anything. RE investment was and still is one of the biggest investments for pension plans which are overall not that risky. Sure they also invest in the flavor of the week at times like mbs and took it on the chin. Had they invested enough in the stock market they would be fine but too few did that.
