Go back and listen.   Right after he says "its an unregistered vehicle" she says "but first why were they pulled over."   That was the angle she was getting at and wanted him to make a mistake on camera.   She HAD to know she was being filmed.  

He isn't really clear on that's why they were pulled over just that's what the ticket and tow are about.   He didn't explain they simply ran the tag and it came up unregistered.  

My guess if there was no other traffic violation they seen 4 college age kids and were looking for pot so they ran the tags.   Came back unregistered so they pulled them over.
