They are the one who consciously or subconsciously toss a resume in the garbage because of what the skin tone of the applicant sounds like... Its a pretty good rule of thumb. If you wouldn’t say it in front of the person of color, such as mentioned here for racially charged jokes or descriptors, you shouldn’t use it. But that somehow is a big ask for some.
