Trump in his Brussels address also declined to confirm the U.S. commitment to Article 5 of the treaty, which guarantees the U.S. would back a treaty partner in the event of a conflict with a foreign power.

However, the commitments are for NATO allies to spend more on defense overall, mainly on their own militaries – so the increases would not necessarily be seen at headquarters but in the military budgets of individual countries.

key words so no one who wrote this article  at this point is sure exactly how much more money they will contribute to nato it self

And the 2% target doesn't just cover spending on defense to meet NATO commitments. The money can be used to fund other activities such as European peace missions in the Central African Republic and Mali, as well as national missions that are not part of NATO operations, for example the fight against ISIS.

Costs are borne collectively, often using the principle of common funding.
  • Within the principle of common funding, all 28 members contribute according to an agreed cost-share formula, based on Gross National Income, which represents a small percentage of each member’s defence budget.
