So it must be working for them. It's a catch 22 now. Quotas raised prices so the producers can remain stable. BUT now they're paying crazy prices just to pick up retiring producers quotas. Unreal amounts of money for nothing tangible. If the quota were to disappear now it would cause a lot of pain.
