RPM Act

The RPM Act is common-sense, bi-partisan legislation to protect Americans' right to convert street vehicles (cars, trucks and motorcycles) into dedicated racecars and the motorsports-parts industry's ability to sell products that enable racers to compete.  The bill clarifies that it is legal to make emissions-related changes to a street vehicle for the purpose of converting it into a racecar used exclusively in competition.  It also confirms that it is legal to produce, market and install racing equipment.  

The RPM Act reverses the EPA's interpretation that the Clean Air Act does not allow a motor vehicle designed for street use—including a car, truck, or motorcycle—to be converted into a dedicated racecar.  This American tradition was unquestioned for nearly 50 years until 2015 when the EPA took the position that converted vehicles must remain emissions-compliant, even though they are no longer driven on public streets or highways.  Although the EPA did not finalize the proposed rule, the agency still maintains the practice of modifying the emission system of a motor vehicle for the purpose of converting it for racing is illegal.  Manufacturing, selling and installing race parts for the converted vehicle would also be a violation. The EPA has also announced that enforcement against high performance parts—including superchargers, tuners, and exhaust systems—is a top priority.

Converting street vehicles into dedicated race vehicles is an American tradition dating back decades and has negligible environmental impact.  While California is known for having the strictest emissions laws, the state exempts racing vehicles from regulation. 

Motorsports competition involves tens of thousands of participants and vehicle owners each year, both amateur and professional.  Retail sales of racing products make up a nearly $2 billion market annually.  Most of the vehicles raced on the estimated 1,300 racetracks operating across the U.S. are converted vehicles that the EPA considers to be illegal. 

The RPM Act does not interfere with the EPA's authority to enforce against individuals who illegally install race parts on vehicles driven on public roads and highways and the companies that market such products.  Tampering with the emissions system of a motor vehicle used on public roads is a clear violation of the Clean Air Act.

The RPM Act will provide the racing community with certainty and confidence in the face of an EPA interpretation of the Clean Air Act that threatens to devastate an American pastime and eliminate jobs in our communities.

People are their own worst enemy.  If douche kits wouldn’t be running around on public road with emission defeat equipment then it wouldn’t even be a battle to keep non emission compliant race vehicles from being raced.

it’s equivalent to sledders running loud cans and going off trail where not allowed or off trail on private property.  Eventually the douches get it taken away for everybody.

Banning motorsports with internal combustion engines is the answer? Anything with a modified exhaust?

No.  Running cats with mufflers and what ever stock emissions equipment comes on it unless strictly offroad. Take a corvette, mustang, or what ever.  The Gt 500 has like 760 hp.  Why pull cats off?  A lot of 450+ hp vehicles in stock form...  if it’s trailered to the race track yep by all means rip the exhaust off if that is your thing.  But to many are running “for offroad use only” performance accessories on the road and ruining it for those that race only.  
 

I like how GM is locking stuff up pretty good these days and with over the air updates that will eliminate a bunch of emissions defeat devices.

That is the fault of those that use “offroad only” on roads...  kind of like snowmobilers getting trails closed for everybody with cans and going off trail in on trail only areas.

Hot rodding has been around about as long as automobiles have been. This would not only kill that but all of motorsports as we know it. Racing cars, trucks, bikes, boats etc. Putting the blame on one single group instead of looking at the EPA and their overreach sounds about right from someone who's into EV's and not motorsports  :news:

Sledding has been around for a very long and it only takes a few to ruin it for everybody...  all forms motor sports are the same way.  As time change industries need to adapt and individuals need to be good stewards to their motor sport instead of digging their heals in and putting hillbilly displays on for the public to witness.  What is ruining motor sports is loud exhaust on public road ways and tuned and deleted diesels....  vast majority of the public can’t stand those things.  The few that delete and tune and those that run loud exhaust ruin it for the vast majority.  Either change or be regulated out.

Sanctioned racing needs to change because of what people on the street do? Why not just address those people if that's who you feel are solely to blame? Sounds like you're ok with the EPA fucking everybody

Just like sledding....  a few ruin it for all.  Easier and more cost effective to close a trail then police it for loud cans  and off trail use.

im all for the govt going after illegal modifications use onroad.  I think it cost to cover the policing should be built into the cost of the vehicle and/or registration for on road use.  Say a diesel...  must go back to dealer for a PCM flash and full emission inspection for the functionality of the system annually at the owners expense.  If it has illegal modifications it is automatically repair by dealership to factory specs and the illegal components destroyed.

EPA is bowing to th wishes of those who are complaining.  and those complaining are doing so because of people who are taking offroad products on the road.  

I look at an event like rocky mountain race week,  no way a caravan of 100 "street legal"(only in states with no inspection or emissions) cars does not piss off a bunch of Colorado greenies driving around.  no different than cans on sleds pissing off those close to sled trails and the greenies out in the woods for no reason getting trails shut down

As people who enjoy motorized hobbies we are always our worst enemy and fail to try to police our own.

OK so lets get back to mandatory inspections for on road registered vehicles if that's what needs to happen. Why go after racing?

If a modified class snow x sled is used on public trails.  Yes cause those are to loud, don’t use pump fuel and such.

most cross country sleds are stock sleds as well as stock class sno x sleds are stock from my understanding do those wouldn’t be under threat.

they aren't saying you cant race,  just that you can't modify road cars anymore.  Don't get me wrong this is complete overreach and should be stopped but those now complaining loudly among the YouTube community at least are the ones that helped create the issue by street driving modified cars and being blatant about it. 

Personally i think inspections should be mandatory for vehicles although not yearly like we deal with here at least for the first 10 years of a vehicles life.  the complete POS on the road in non inspection states is amazing.

EPA could potentially kill off all motorsports and you say it's because of what people do off the track

No they won’t...  I could go buy a corvette or a multitude of vehicles off of the showroom floor...  hit the road course or drag strip no problem.

heck even nascar could run mufflers and cat converters and not lose any performance.

On public road use and racing are two different animals if you ask me. Racing should be left alone and the registered vehicles using public roadways can be controlled more if need be. If Kyle with his fart can on his Honda or Billy Bob rolling coal on the streets are the issue then address them etc..  Still the fun police but.....Tickets, inspections
