They knew damn well (as recently witnesses with Kupperman) that if they went to court, lied enough to ge the court to rule in their favor (see FISA) their witnesses would produce ZERO to help them. Best to make up a narrative for their imbeciles. They know damn well, none of them will ever question the weirdness of it and obey the mother ship.
