Spending has to be addressed, both mandatory and discretionary. In 1967 mandatory spending accounted for 5.7% of GDP. Today over 13%. Grassley during an interview at the Iowa State fair made a very good point. There is no way with political environment in DC of getting things done looking at it program by program. Make cuts here and you piss people off, make cuts there and it pisses other people off. It has to be across the board cuts like Budget Sequestration.
