Actually it started with the automakers. Back in the 80's DOT told the big 3 that if they couldn,t convince 25 states to pass seat belt laws thy would have to start installing airbags. So they spent millions lobbying state legislatures to pass em. Then consumer demand drove the air bags anyways.

Wearing a seat belt is a good idea. Telling others they must wear one is a horrible idea.
