When they reach high school, the town offers them a choice to go to any school in the area, and will send their per pupil share of education funds with them. Many go to regular high schools, many go to one of several, high end private schools. Odd.... for over so many years those schools, parents and students have no issues with POOR UNDESIRABLES.
