That action put the boots to just about every private oil producer in the world. US oil companies couldn't even sell their oil. 

Then trump bragged about refilling the national oil reserves buying saudi oil on the cheap $22/ barrel when he could have bought it from texas for $4/barrel. Another slap in the face.

And poss because the govenment was not stopping all new drilling rights on public land and many because there was not daily talk of banning new refineries banning the shipments of crude poss because our govenment was not giving 2 fucks what opec was doing or saying back then . Many back then we were not actively looking at a way to fondel open leaders balls to make sure they have more control over the united States oil consumption so it drives the price up to make the so called green cough cough energy more attractive

Trump opened Anwr and no oil companies even bid on it.  Oil companies are starting to diversify as they see the writing on the wall.

low oil prices killed any new development as it wasn’t profitable.  Many of the oil companies lost billions and billions on dealing in oil last year.  They need $3 plus a gallon to be profitable if they have any hopes of keep their head above water

The companies had already stopped or slowed new drilling because the PPB was low. Not to mention Trump pressuring SA to cut oil production, actual high quality crude oil that was ready to ship, not oil that wasn't even found or drilled for yet, or wasn't waiting for a pipeline to be built.
