They are separate from the DOD budget. Do I have to explain this again? Also, if you read your own quote, the first sentence clearly outlines a key word: REQUESTED. Not given. So you have the $750B and then an additional amount for the VA. I’ll be civil when debating you, but you need to inform yourself because right now you are lost.
