You are correct, that was well in the works by the time Clinton took office. I remember Clinton on tv selling it because Caterpillar just sold an excavator to Mexico. aka MOAR JOBS! I remember thinking "What happens when Caterpillar builds a plant down there?" yeah we saw that. NAFTA was a short term boom for us as the US factories were high tailing it out of here. We did a shitload of abatement and demo on them. But it seems like most of them went the route of southeast Asia and not so much Mexico. By 2000 we were in a recession. That went real quick.
