They borrow the money to fund govt that the tax revenues dont cover and also borrow to pay the interest on the debt that the tax revenue doesnt cover. Economics 101.

The spending is being funded by deficits.......the size of the deficit is controlled by the revenue generated. The discussion should be 2 different ones. 

A. What are proper tax rates

B. What is proper spending

 

Its pretty clear that we have a problem with B and that A is not the issue at all
