If collected like FICA then everyone would pay regardless of how little they earn. I think that would be easier to sell than telling everyone they must carry HC insurance. I will always have an issue with insurance companies making a profit on peoples health. The system is rigged. Insurance companies are virtually guaranteed to make a profit. They will either deny coverage or increase premiums. They will always get to decide how much profit is enough.

Why should an insurance company make a profit based on how health a person is?

I think the majority of the members of this forum would welcome some form of UHC where everyone payed based on their level of income. A tax, similar to how FICA is collected now.
