I don't know if things have changed up here in Ontario but I seem to remember my buddy having to do a certain amount of GS before they got to fly. But that was decades ago. Its probably different for CA and US but I am sure there are some flight schools that do ground training to milk what money out of you they can. I called this CFI to ask about an introductory flight and she said the following.
