Because he see taxation as a matter of "fairness" in obamas first debate (I think the first) he was asked why raise the capital gains rate when revenues to the treasury has gone up each time its been lowered....his answer was "a matter of fairness" he could care less about whether the revenues went up or down... Which really brings us to the problem with the tax code and it's enforcement. It is no longer just a revenue generator for the government but a tool for social engineering. Forbes was right taxes could be done each year on a 3x5 post card without the assistance of a tax professional if it was a flat rate with no deductions.
