If its constitutional to have ordinances requiring permits to gather in large groups in public spaces why wouldn't the same be required of these camps?

Someone can't just move into a public library nor should they be allowed to in other public spaces.

Oh 100%.   If the SC rules that they can remove these camps the left will act like the SC made it mandatory for them do do it.   They will push the blame somewhere else.  "We had no choice!"

Set up a place for them where they can do their thing that is out of the way of interfering with commerce, 

Big field or empty lot. Set up a temporary fire station there with emt's. Another tent with social workers helping them get services .
