The fraud is committed from the inside. All polling places have voter lists that get signed when you come in to vote at the places I have voted Why not cross check these with some of these voter rolls? But, you can't even prove fraud that way. Not to mention, what do you do when you find the fraud after the fact? There is no way to tell the fraudulent votes. The current laws are written in such a way that it makes it very hard to catch the fraud, but this has been gone through before. This is a simple and most effective way to combat the fraud and realistically there is not much more that can be done with the current laws. People die and move out of districts and are not purged, if you show one instance where more people voted than there are people in the district you might have a point.
